Responsibility Agreement

Read this first: examples, not mandatory rules

This is a discussion tool, not a universal contract or legal advice. Every family should decide which examples fit the child’s age, maturity, needs, local rules and safety situation. Cross out anything that does not fit; write in your own rules and consequences. No family is required to adopt all or any of these suggestions. A signature does not replace ongoing conversation and trust.

1 | What this phone is for

We agree that the phone is a tool for communication, learning, social connection and safety. Access to a parent-funded smartphone comes with responsibilities. We will discuss concerns honestly and review this agreement as the student grows.

2 | Respect, safety and consent: possible family rules

•  I will not use the phone to bully, threaten, intimidate, sexually harass, pressure or deliberately humiliate another person.

•  I will not create, request or share intimate images without consent, and I will immediately ask a trusted adult for help if such material or a request reaches me.

•  I will not record or post another person in a way that violates their privacy or is intended to embarrass or harm them.

•  I will pause before forwarding a message, photograph, rumor, threat or cruel joke, even when someone else created it.

•  If a group conversation turns harmful, I may refuse to participate, leave it, and report a credible threat to a trusted adult or appropriate authority.

3 | Privacy, supervision and access: choose what works

Suggested starting point for younger students: The parent may request to review the parent-funded device and its relevant apps with the student present when practical. The student agrees not to change access credentials without notifying the parent and following the family’s agreed access plan.

Suggested adjustment as maturity grows: Reviews become more limited, purposeful and discussed in advance when feasible. Parents respect ordinary conversations and personal privacy, while retaining a clear process for urgent safety concerns. Agree what may be checked, by whom, and under what conditions.

4 | A safe way to ask for help

The student can report receiving threats, sexual messages, bullying, exploitation, or disturbing material without automatically losing phone privileges merely for receiving or reporting it. The parent promises to listen, focus first on safety, preserve relevant evidence where appropriate, and distinguish the student’s own choices from someone else’s conduct.

If the student feels unsafe telling this parent, another trusted adult/contact is: _______________________

5 | Practical household choices

•  When, where and for how long may the phone be used? ____________________________________

•  Which apps, group chats, purchases or accounts require prior discussion or approval? __________________

•  What happens during meals, school, homework, driving and bedtime? __________________________

•  What is our plan for location/contact needs if smartphone access is suspended? _____________________

6 | Consequences we choose together

For serious, established misuse, parents may choose to suspend or permanently discontinue funding a smartphone or cellular subscription. Permanent cancellation is an option, not an automatic requirement. We will investigate fairly, consider context and safety, and distinguish intentional harm from accidental exposure, reporting or good-faith requests for help.

Our chosen consequences (including any warning, suspension, review or restoration plan):

________________________________________________________________________________

________________________________________________________________________________

Emergency contact method if the smartphone is removed: _____________________________________

7 | Our promises

Student: I understand our family’s chosen rules. I can ask questions, speak up about harmful behavior and seek help. I am responsible for my own choices, even when friends pressure me.

Parent/caregiver: I will explain expectations, respond fairly, respect growing independence, listen when my child seeks help and model responsible phone use myself.
